The objective of the Teacher Registration (Northern Territory) Act (the Act) is to ensure that only persons who are fit and proper, appropriately qualified and competent to teach, are employed as teachers in the Northern Territory.
The objective is achieved by the establishment of the Teacher Registration Board of the Northern Territory (the TRB or the Board) to register teachers and to facilitate the continuing competence of teachers in the Territory.
In addition to administering the scheme of registration under Part 4 of the Act, it is a function of the Board to grant authorisation to a person (an employer) to employ an unregistered person as a teacher. Part 5 of the Act provides for ‘Authorisation to employ unregistered person as teacher’.

Use Form C (pdf 509 kb | rtf 8.2 mb) if you are a principal wishing to employ someone who does not meet the requirement of four years of approved tertiary study, including an approved course of primary or secondary teacher education from Australia or overseas.
Part A is to be completed by the prospective employer, usually the principal of the school in which a person will be employed to teach.
All responsibility to the Board in relation to authorisation to employ an unregistered person to teach lies with the Principal.
In circumstances where the person may be employed to teach the same subject in a number of schools, each principal is responsible to the Board for ensuring that the person is supervised to safeguard learning outcomes as per the ‘Statement of Supervision Arrangements’ in Part A of the application form.
The person will be covered by the one payment. This fee is paid by the employing agency and is to accompany this application to the Board.
Part A of the application form must be completed by each principal who has a responsibility for supervising an unregistered person.
Part B is to be completed by the prospective employee.
Section 41(4) of the Teacher Registration (Northern Territory) Act allows the Board to seek further information from an applicant in relation to an application for authorisation.
