Apply for authorisation to employ an unregistered person as a teacher

The objective of the Teacher Registration (Northern Territory) Act (the Act) is to ensure that only persons who are fit and proper, appropriately qualified and competent to teach, are employed as teachers in the Northern Territory.

The objective is achieved by the establishment of the Teacher Registration Board of the Northern Territory (the TRB or the Board) to register teachers and to facilitate the continuing competence of teachers in the Territory.

In addition to administering the scheme of registration under Part 4 of the Act, it is a function of the Board to grant authorisation to a person (an employer) to employ an unregistered person as a teacher. Part 5 of the Act provides for ‘Authorisation to employ unregistered person as teacher’.

Form C – Application to employ an unregistered person in the NT

Use Form C (pdf 509 kb | rtf 8.2 mb) if you are a principal wishing to employ someone who does not meet the requirement of four years of approved tertiary study, including an approved course of primary or secondary teacher education from Australia or overseas.

Part A

Part A is to be completed by the prospective employer, usually the principal of the school in which a person will be employed to teach.

All responsibility to the Board in relation to authorisation to employ an unregistered person to teach lies with the Principal.

In circumstances where the person may be employed to teach the same subject in a number of schools, each principal is responsible to the Board for ensuring that the person is supervised to safeguard learning outcomes as per the ‘Statement of Supervision Arrangements’ in Part A of the application form.

The person will be covered by the one payment. This fee is paid by the employing agency and is to accompany this application to the Board.

Part A of the application form must be completed by each principal who has a responsibility for supervising an unregistered person.

Part B

Part B is to be completed by the prospective employee.

Category 3

Request for additional information

Section 41(4) of the Teacher Registration (Northern Territory) Act allows the Board to seek further information from an applicant in relation to an application for authorisation.

Applications for authorisations received from employers for Teach For Australia Associates must be on the approved form and be submitted with the following additional documentation:

Written verification that the Associate is enrolled in the Teach For Australia program;
Evidence (teaching timetable) that the Associate is teaching the subjects in which they are trained and is to include in situ university study arrangements/commitments
Mentoring suitability statement and arrangements. Provide any documentation required by the Teach for Australia Program in outlining such suitability and arrangements
A comprehensive statement outlining the orientation arrangements and subsequent support structures in place to monitor the Associate’s competence and well-being; and
A detailed overview of the employer’s orientation/induction program that includes all information provided to the Associate.

Category 4

Request for additional information

Section 41(4) of the Teacher Registration (Northern Territory) Act allows the Board to seek further information from an applicant in relation to an application for authorisation.

Applications from initial teacher education undergraduate and postgraduate students must provide the following documentation with the application for authorisation:

Evidence of satisfactory academic progress
A copy of a most recent practicum report
A written recommendation from the Head of School (or their delegate); and
A statement from the employer to the effect that the position they are applying for is hard to staff or than an indigenous pre-service teacher in a community is best suited to fill the position.
